You need to order a licence per client-installation and also the registration must take place on the client(s), NOT on the server. Entering a product code on the client gives you a registration code. That code is system-dependent and therefore differs per client. The corresponding unlock code is therefore also different per client. For that reason is is impossible to use the registration and unlock code from one client on another client.
In case to registered by mistake IDEP on the server, you first need to login into IDEP on that server, go to the registration page and de-register. Only then you can use that same product-code for registering a client. (Without prior de-registration that would have been impossible.)
